Dear Gregor,
if you are familiar with Tcl/Tk you should take a look at TkCVS.  This is
a graphical interface for CVS written purely in Tcl/Tk.  It runs without
modifications under Windows and Unix/Linx.

TkCVS does not provide extended CVS commands for Tcl.  It calls a CVS
executable instead, so no special Tcl extensions are neccessary.  You can
find it e.g. at http://sourceforge.net/projects/tkcvs.  The latest version
is 6.4.
