Locking Branches patch

Hi,

I'm trying to apply John Cavanaugh's branch locking patch to the CVS
source but I cannot get it to patch properly (perhaps it's mangled in
the list archives?) to CVS 1.10.7

Is there a web/ftp site where I could download the latest version of
this patch?  And does it work with CVS 1.11?
