I had the same problem, using WinCVS with CVS 1.10.8.  It is a bug in CVS.
I switched to using jCVS (a Java GUI client), which has its own built in
client.  That solved the problem.  Get it from http://www.jcvs.org/.

I am having a problem with a file KeywordName.java and it shows only 79
bytes after putting it ( cvsget  and put are the script files )
