I would like to stop developers adding new files and directories to the
repository. I only want one user ID (mine) to be allowed to add
files/directories to the repository - once I have vetted the names and
reason why a new file is being created.
Is it possible to make "cvs add" fail baseed on user ID?
I am using pserver mode of operation.
