So don't do that :-) A couple of possibilities:
- Get people on Windows boxes to use WinCVS -- more generally,
people on whatever client platform should use a native CVS
client, rather than
- copying files to/from a UNIX box, or
- remote-mounting a sandbox which lives on a UNIX box
This is the "canonical" solution.
- Some Windows editors (eg. TextPad) can be configured to save
files using the UNIX EOL convention. We've had a fair amount
of luck with that.

Sounds like a good thing to do in addition. My suggestions will
make life easier for people, but this is what'll enforce your
policy.
