how to get username at the time of commit

Hi  all ,

    Being a new user of CVS , I do not know how to get the user name of
a file at the time of committing that file . I f there is no provision
can you tell me how the name of the user is stored internally in CVS .

    Actually I need to do pre_commit check  mainly  based on the user
name . Can anyone help me ?!

env is CVS 1.10.7 + pserver
