Much thanks. This pointed me in the right direction -
I have verified that a stock CVS 1.11 repository works just fine - it is
the OLD repository
with has these issues either because the scripts were customized to add
undocumented functionality or
just more entomology.
I added a .cvsrc file with "cvs -s MSG=NULL" in it - this eliminated the
user variable error specifically and added more of the same but different,
so this is on the right track.
