Why is there not more useful information passed to cvs at commit time?

I think that the branch tag would be an fantastic addition.. This would
be an extremely easy way to implement branch locks. no?

I know that there is a patch to the src that implements this, but since it
is not in the main src distribution, 3rd party clients do not adhere to it
(i.e.  adding the extra info needed upon commit.)

What is the reasoning behind this lack of info? Is it backwards
compatibility? Is there ANY chance that this might be added in the near
future?

I always see "is there any way to lock branches?" on this list,
and the answer is usually just "no" without much more discussion.
