It needs something to manage the connection details for it. You can run
a private copy of inetd without being root as long as you use your own
configuration file instead of using the system configuration file. You
can also use an inetd replacement such as Dan Bernstein's tcpserver (see
http://cr.yp.to/ucspi-tcp.html for info on tcpserver and links to some
other similar programs).
