There is a command called "cvs log" which will display the 
checkin comments made by the developer.  You can perform this 
command on a single file or a whole module.  By default it lists 
all the revisions but you can restrict the output based on date 
or revision.

No.

>What is the primary platform it runs on (client/server/pc)?

It can run on any platform you can compile it on.  Most people 
run it on Unix-based systems (Solaris, HP-UX, Linux, etc.) but I 
do believe it can be built for Windows as well.

I don't know what this means.
