Maybe you can import cvs-1.11, apply the patches, then import cvs-1.11.1?

Most of the patch "hunks" were applied with some fuzz factor or some line
offsets. Quite a few hunks could not be applied at all and were saved in a
corresponding *.c.rej file.
I do not think that there were a lot of changes between 1.11 and 1.11p1,
although the failed diffs really had no corresponding context anymore. That
made it too difficult for me to consolidate them all manually.
This is all from the top of my head as I am currently sitting in the office
and did all the CVS stuff tests at home.
for the commands:
% tar xvfz cvs-1.11p1.tar.gz
% cd cvs-1.11p1
% patch -p0 < ../your-patch-file.diff
