Two requests: one, please send text as well as HTML, some of us
use text mail clients and HTML mail kind of a pain for us.
two, please copy and paste the whole error message. I think I
know what the problem is, but it's hard to know for sure.

Anyway, in answer to your question, probably someone else aborted
a commit on that file, and they left a .#cvs.lock file laying around
in the repository. The lock should be in the same directory in the repository
as the file you are trying to commit; find the lock and remove it
from the repository.
