No, -f only affects the local cvs so doing -f on the client only affects
the client and doing -f on the server only affects the server.

Yes. There's no reason for the server to be reading a .cvsrc file. The
only reason it doesn't happen automatically is that reading the .cvsrc
file happens before CVS knows whether it's running in server mode or
not.
