We accomplish this by invoking a script (specified in
$CVSROOT/CVSROOT/taginfo) that records the person, date, files, and revs in
a "$CVSROOT/CVSROOT/tag.log".   Obviously, there is a performance penalty,
but one we are willing to pay, since we use the data extensively.
