problem with connection using pserver

I am having a problem connecting to the cvs with the pserver. I get the error, connection refused.  We use cvs running under freebsd unix (i am not sure about the version) and we the client is wincvs version 1.2. I started having problems connecting when I tried to diff a file, with win-cvs, that was already being used by my editor. Win-cvs was configured to use an external diff tool, examdiff. Win-cvs complained that the file was being used by another application and then I started having problems connecting on the server.   It should be noted that I have the same client program running on another machine and I can connect, check out files, diff files jus fine.   Any ideas?   thanks, Neal
