Which is exactly what you asked it to do. I'm not sure from your
description exactly what it is that you want. Perhaps some examples
will help. If you do:
cvs co -d foo src/archgen/README
CVS will create foo and foo/README. If you use -N as well:
cvs co -d foo -N src/archgen/README
CVS will create foo, foo/src, foo/src/archgen, and
foo/src/archgen/README.
