It updates your working directory with the specified revision from the
repository (which is usually the latest revision, but doesn't have to
be).  And it doesn't "copy over" your working copy unless it's
unmodified; it merges the changes.

Commit (a.k.a. checkin) is what puts your local changes into the
repository.
