I think installing TCL will be enough as I think winCVS looks for TCL
on starting it's gui.

Try palying with the display options (see toolbar). If some are
pressed they will show/hide some sort of files. I think there is
button telling somethink like "show commitable". If this is pressed
only modified files are displayed.
