help! cvs commit warning

what is this all about?

cvs server: WARNING: cannot change mode of file
/my_cvsroot/path/Module_name/test.txt: Operation not permitted.

My sys admin makes it look so easy! I can't even commit a measely text file!
I never would have imagined it was so counter intuitive. He had websites set
up to view cvs repositories and everything. I am so jealous. :(
