Actually, it looks like it would work just fine w/ CVS standalone. 
Maybe a deeper connection to CVSWeb will become apparent later, but for 
now... this looks pretty promising.  It seems to be performing a 
straight-forward post into Bugzilla'a MySQL database using a loginfo 
call out to a cvszilla perl script.  Kinda clever.
