That's not the full manual, just a quickie tutorial.  It assumes
that you want to join an existing project, not create a brand-new
one from scratch.  You can't do the latter with either "cvs
checkout" or "cvs add" (although a rather ugly combination of
them can admittedly be used -- but there are better ways :-).
