no such internal variable $CVS_USER

According to the Cederqvist (C.12), there is an internal variable CVS_USER
that contains the userid as login by the user. 

But when I use this in a loginfo script I get this message:

cvs server: loginfo:29: no such internal variable $CVS_USER

Is this a defect in the code or in the documentation?
