I don't know if there's a HOWTO, but I've set it up at work here, and here's
how I did it:
1) Right click on My Computer->Properties->Advanced Tab->Environment
Variables. Add a new variable, "CVS_RSH" and set its value to "ssh".
2) In WinCVS Admin->Preferences,
a) enter the CVSROOT,
b) Select "SSH Server" authentication,
c) Check "RSA Identity" if you're using RSA access and browse to and
select the private key file,
d) Under the "Ports" tab, check "Check for an alternate rsh name" and give
the FULL PATHNAME to ssh.
We're using Cygwin/OpenSSH for ssh access, and when ssh asks for a password,
it's in a minimized window that then has to be restored; RSA authentication
is much more convenient, but tricky to set up.
