cvs help

I've got problems configuring cvs.

I have a server w2000 and a client w98.

I made all the configuration but Jbuilder sends a message error

during the import of the repository cvs wrapper checkout failed

because I don't have permission.

The question is:

HOW CAN I MAKE PERMISSION ?
