Which "helppart"? If you get something like:
Usage: cvs [cvs-options] command [command-options-and-arguments]
where cvs-options are -q, -n, etc.
(specify --help-options for a list of options)
...
it means that you've forgotten the "pserver" at the end of the command
line in inetd.conf. If you get something like:
CVS commands are:
add Add a new file/directory to the repository
admin Administration front end for rcs
...
it means that you've misspelled "pserver".
