I've said many times here before: Subversion will be ready long before you could enhance CVS to get these features, even without the flak you're sure to take for even suggesting it. Subversion is already self-hosting and they're working hard towards the 1.0 release (and those guys _do_ work hard; they get a phenomenal amount of work done every week). If you want advanced capabilities like directory versioning, head over to Subversion and spend your time helping there. It's been made quite clear (to me) that CVS is Done.
