James, unfortunately I can't make your suggestion because I don't want to
create a work area, that's the reason that I used rtag.

The way that I did this was:
cvs co -rXXX
cvs tag -D  "2001-11-15 23:00" Test

I know it's not efficient but I don't know of a better way.
