I need your help,would you like to give me a hand?

I chech out,modified,update,and then commit.
Then the modified information will be kept in file
.../CVS/CVSROOT/commitlog.And .../CVS/CVSROOT
/loginfo will do this thing. The command line is as following:

DEFAULT (echo ""; id; echo %{sVv}; date; cat) >>
$CVSROOT/CVSROOT/commitlog
ALL             cat | $CVSROOT/CVSROOT/commit_mail %s

But in file "commitlog", "echo %{sVv}" did not work successfully,
"echo %{sVv}" should show file name(s),old and new version number(Vv),
but it just show {sVv}.  And my machine is HP,this problem is occured
at some HP machine. And I find that my prompt is "%",I think % is maybe
the reason,because the command line will be " % echo %{sVv} "
