add cvs user to mandrake 8.1

here is my steps:

config the cvsrepository var in /etc/cvs/cvs.conf to /var/cvs

cvs -d /var/cvs/ init

cp /etc/shadow /var/cvs/CVSROOT/passwd

by default, mandrake config xinetd.d/cvs for me

I can checkin and checkout modules without login command locally,

but failed to connect from remote machine and login command locally

cvs -d :pserver:user@localhost:/var/cvs login

--> failed, authentication failed.

whats wrong? shon't be rc.firewall config error, rite?
