Indeed!

What I would suggest is explaining to the user(s) that the entire job of
CVS is to record what he/she/they do, and that if someone does a "cvs
import" without explicit authorisation then you'll have to beat some
sense into them with a great large "clue-by-4" before you try to
painstakingly undo the effects of their unauthorised "cvs import".  :-)

Do not under-estimate the power of peer and/or supervisor pressure as a
means of implementing policy!  :-)
