I see. I think it still doesn't quite work like all other commands since "cvs command" is usually equivalent to "cvs command .". Either a separate default watch command should be created (eg "cvs watch default-on") or default should be on by default (I really can't see why anyone would want to turn on watches for existing elements, but not for future elements).
