Patti, When a file is added AFTER a watch has been set on a set of files (not a directory), the new file is not being watched because it was not in existence when the watch was originally set. You can update but will not see read only permissions on the new file. You could add a watch to that new file though and then update.
If the watch is set on a directory and a new file is added (and committed), when an update is performed, you should see the read-only permissions on the new file. You might want to consider making a 'playarea' in the repository so you can experiment with CVS without disrupting anyone's work. It has been very useful especially since when it was installed here no one knew how to use it including me and I'm supposed to be responsible for it.
