I think there's really no point comparing ClearCase to CVS since they exist in mostly non-overlapping niches in the SCM space. CVS is an extemely simple tool that will cause headaches when (mis)used in the wrong space. ClearCase is an extremely bloated tool that will waste a lot of money if used in the wrong space.
