Either use 'cvs rtag' with another tag as the base, or use 'cvs tag'
from within a working directory!!!!!!!!!!!
Do not even try to use 'cvs tag dir/file' from outside a working
directory that contains dir/file!!!!! That form of usage is not for
human consumption.
