You haven't specified any connection method, so CVS is going to default to using the :ext: method which uses rsh (unless you've set $CVS_RSH to something else, but you didn't mention it, so I presume you didn't). Your server does not accept rsh connections. If you want to use ssh, you need to set $CVS_RSH to point to your ssh executable.
