You want the administrative file loginfo.
I've not set up ours to do anything beyond logging and email:
DEFAULT (echo ""; id; echo %{sVv}; date; cat) >> $CVSROOT/CVSROOT/commitlog
DEFAULT (echo ""; id; echo %{sVv}; echo $USER; date; cat) | mail
jschwenk@catwoman
A script could be written to do additional checking and it would be called
from the loginfo file.
