One does not need to start a daemon to use CVS. It operates on the file system. If you are working on the same machine as the repository, then you need do nothing.
If you are working a different machine, then there are generally two different approaches: There is the pserver mode for CVS which may prove useful if you're on a secured network. I have personally never done much with this. A different approach is to set up rsh to log in automatically.
