Not really.  It is possible to have repositories that are kept
in sync with a master, but it's tricky to do development on them.
CVS is not a distributed system.

That being said, if you had a situation that seemed to call for
the use of a distributed repository, what is it?  It may well
be possible to come up with another way of doing things.  CVS
is used successfully with one repository serving a large number
of widespread users.
