If you did an import to bring the files into the repository initially,
it will 
create a 1.1.1.1 version....

I don't think it is a bug.

There are graphical tools: tkcvs will display graphical renditions of
file versioning,
see: http://www.twobarleycorns.net/tkcvs/tkcvs-log.gif
