Branches don't exist in any global way in CVS (CVSROOT/valtags
notwithstanding).  They exist only on a per-file basis: a tag
"exists" iff at least one file contains it.

So Kaz's instructions are correct.  You can do file-at-a-time tag
manipulation, even with a pre-existing tag.
