,filename, is the new RCS file -- after it's been completely written successfully, CVS renames it to filename,v, atomically replacing the existing RCS file (if any). This ensures that you don't get a partial RCS file (or *no* RCS file!) if the system just happens to crash at an inopportune time. In your case, that rename is failing, which indicates some kind of a permission problem in the repository.
