i have cvs on slack 8.1, and cygwin on win98. using just a line like:

export CVSROOT=:pserver:[EMAIL PROTECTED]:/home/ray/cvsroot

i was able to get a cvs history and login commands to work.

also, using gnu's wincvs i can get the login and history command to work.
