client that checks out 1 file?

Does anyone know how to check out just 1 file (as opposed to a whole directory) in WinCVS, Eclipse, or some other client?

Also, the client we end up with has to offer a browsable tree of the repository to be of interest to my department... Eclipse seems to do that best of those I have looked at so far.
