My guess is that you could achieve some level of similar functionality via patches and third-party add-ons (a la MetaCVS, which looks sweet by the way - just wish there was something like that for Windows, along with a GUI for it). That being said, I don't anticipate any big push to incorporate Subversion's features into the core of CVS. My impression was that some of the big contributors in the CVS world (ie, Fogel) see Subversion as the eventual replacement for CVS.
