The tag is applied in the repository, to the versions which your working copy is based on---i.e. the versions that are recorded in the CVS/Entries and reported by cvs status as the ``Working revision''. Thus after you commit your work, you can tag what you did without worrying that there is any race against other commits. As such, the time interval then doesn't matter.
