CVS will be installed if you selected it during the installation. You can go back to the Package manager and add it later if you didn't. Its under the details. Also, to update my cvs server to the latests, I just downloaded the RH8 binary, did RPM -U <filename> and was done.
The manual at cvshome has how to configure Red Hats xinetd configuration stuff.
