Damn straight.  If you want software that thinks it knows more than you
do, Microsoft will be glad to oblige you.  The philosophy here is that
the user is in control and the software should do what it's told.  When
you create a file, you add it (note the singular); "cvs add *" is a
mistake (if for no other reason than it also tries to add the CVS
subdirectory).
