What release of CVS are you running? You shouldn't have this problem
with the latest release (1.11.5). With earlier releases, you need to
make sure that xinetd doesn't pass it's $HOME environment variable to
the child process. The easiest way to do that is with
passenv = PATH
in your xinetd config file as shown in the CVS manual.
