There was a problem to this effect which was fixed in the CVS client in November of 2000, between releases 1.11 and 1.11.1. What version of the CVS client are you using?

The bug is actually in Windows.  The Windows stat() function returns
times that are 3600 seconds (1 hour) off when daylight savings time is
in effect, contrary to the POSIX specification (which specifies that
times be returned in UTC).  CVS, since version 1.11.1, has subtracted
the extra hour from file modification times as a workaround for the
Windows bug.

Of course, you should get a six month break from your problem in a few
weeks without upgrading.
