When you committed your changes, did you get a message that said "Rebuilding administrative file database"? If not, your changes weren't applied to the active administrative files. You can verify that by checking the CVSROOT/modules file. That is almost always caused by using an incorrect $CVSROOT when checking out CVSROOT that is sufficient to allow Windows to find the files but CVS doesn't recognize as being CVSROOT. The most common problem is using backslashes rather than forward slashes; other problems are having a trailing slash or case differences.
